Currently, the little girl is nursed in the intensive care unit “Cradles of Hope”, fully equipped by the Victor Pinchuk Foundation within the framework of the government project “New Life”. The newborn undergoes infusion therapy and receives ventilatory support through the Infant Flow nCPAP generator, while her vital body functions are being constantly monitored.<br />

</b>- This club has a great potential. Its owner invests heavily and wants his team to play well. I respect the Dnipro approach. You need to have patience in order to make the team capable of winning the domestic league, let alone decent results in the Champions League and the Europa League. Sure, they are our rivals to some extent. (Laughs.) Strong competition means greater benefit to Ukrainian football as a whole. This season saw Shakhtar disappoint its fans. Last year, the team showed a good game, reached the quarter-finals of the Champions League. It turned out that we failed in the Champions League right after my stating that our goal was to win the aforementioned tournament. In 2002, when we claimed our first league title, I said that our goal was to win the UEFA Cup. The same story happened: we were eliminated from the tournament after suffering a 5-1 defeat against Austria. Nevertheless, after 7 years, on May 20, 2009 we won the UEFA Cup.</span><br />

</b>- Igor and I started this programme 11 years ago in Donetsk. We went to children's homes to see how the children lived, what they felt, thought, what they were dreaming about. Basically, it became an annual tradition. We came to a clear conclusion: every child must live in a family. This is the main idea behind our foundation. I am very grateful to your governor, because he feels this problem with all his heart. </span><br />

</b>- In general, we want to operate throughout the whole country, because orphans are everywhere. For 10 years we have been operating in the Donetsk region, and this year we launched a pilot project in Dnipropetrovsk. In order to do something, we need to have ‘a two way street’. I have already said that the governor of the Dnipropetrovsk region is determined to tackle this problem; he is willing to do everything to ensure that children are raised in families. As far as I am concerned, on December 16, the parliament passed a law that helps to deal with this problem and protect the rights of a child. This law was signed by the President.</span><br />

</b>- By and large, we should all be together: the government, business and society. And then this problem will disappear. There are always three reasons behind orphanage. The first one is poverty, when one of the parents, for example, a single mother, finds herself in a difficult situation and decides to abandon her child. The second reason is a lack of responsibility, when dysfunctional families are deprived of parental rights. The third reason is the biological orphans. Today, there are 96,000 orphans in Ukraine. The task now is not to let this figure increase. If the government, business and society work together, this problem will go away. We need to take the best European experience in this area and get rid of this problem in our country, in each region, not only in Donetsk and Dnipropetrovsk. When there is a problem and we admit that this problem does exit, but we say nothing and do nothing, then it means that nobody is going to solve it. But when there is a problem, and we are drawing attention to it, discussing it, looking for the best possible solutions, then this problem will not last long. A child’s happiness must win. There should be three allies: government, business and society. A child must grow up in a family, a child must have a home.</span><br />

<span style="font-size: small;"><b>- Are philanthropists ‘a little ahead’ now in this respect? <br />
</b>- I would not say so. It is our first visit to the Dnipropetrovsk region; we did not have time to do anything significant. But I have no doubts that we will do it and we will not be ashamed of our actions. Our main ally here is the governor. With him, we will address these issues and I am sure that we will get a positive result. I am convinced that in the Dnipropetrovsk region this problem will be solved. Now it is important this example should be followed in other regions so that, say, in five years time we could say that we made those children happy; those kids found a new family – now they have a future. After that, our foundation will deal with other problems. If a politician is not dealing with this issue, he is no different from parents who abandoned their children. The main thing is that now our politicians want to solve this problem. The philosophy of our foundation is simple: systemic approach of tackling systemic problems. Orphanages are a systemic problem. To win, we need to have a systemic approach. As for the philosophy of the foundation, first, you need to have eyes to see these problems. Second, you must have a heart to feel the pain of others as your own. Third, you need to have the right mindset in order to solve problems. And, of course, we must be open to all partners with a caring attitude.</span><br />

<span style="font-size: small;"><b>- Rinat Leonidovich, there are not many philanthropists in Ukraine. How long have you been doing this? Do you see many people who have share your approach towards this issue? Is the number of such people growing?</b></span><br />
<span style="font-size: small;">- You know, I am sure that there are many people who are not indifferent to pain suffered by other people. There are a lot of them! I have always been saying that you cannot ignore problems. There should real actions aimed at helping other people; you should not feign! Unfortunately, these systemic problems will not be resolved with a ‘quite voice’. In order to solve them, sometimes you need cry: “Guys, here is the problem that we have to beat». We have changed the philosophy. I want to repeat again that we were solving all the problems with a ‘quite voice’, nobody talked about it. Now, we say: “Let's unite together. The problems must be addressed. Divided, we will fail”. We are talking about large families, cancer, orphans, tuberculosis! No one will beat these problems alone. We need to act together as a unit. I am sure that there are lots of people who support this view. We want this problem to disappear. That is the main thing. </span><br />

<span style="font-size: small;"><b>- Rinat Leonidovich, let’s take an example of how the charity works in the West. Many quote western philanthropists, who, in turn, say: “I will give some portion of my capital to charity.” What do you make of it?<br />
</b>- We are open to the public. I mean, one person’s capital may be different to another person’s capital. How can it be assessed? A businessman may have a set of assets, but these assets are not his capital. If he sells them, then he will get money for them. Assets also require investments; we are talking about new jobs, wages and so on. As a result, we need to invest in modernization of production – it requires huge investments. I want to say that I will always do charity work – not feigning, but proper charity work. I want to solve people's problems and do everything to make these problems go away. I will invest as much as it will be needed.</span><br />

In order to defeat them, we should always be together: the government, business and society. At present, Ukrainian authorities also do everything to ensure that children are raised in families. Every child must have a family, every child must have a home. We need the right strategy in order to achieve the result. There can be only one result – happy children who have a family. Now we are united: the government, business and society. So, we need to have patience and then we will see the end product. We will take into the consideration the best European practices in this field. </span><br />

Igor and I have seen this problem for eleven years; we understand what children feel, we know their problems. As for the governor, he shares the same views, and that is why we are here together. I think this experience will also be used by other regions, resulting in 96,000 orphans finding a family.</span><br />

I will put forward my candidacy not in the Donetsk region, I will come to people and say honestly: I will not attend the parliament, but I will solve all your problems. There are politics, who sleep in the parliament, but they say that they deal with people’s problems, whereas in reality they only solve their own problems ... Actually, I am joking. ( Journalists laugh.) I mean, I am not going to run for a parliamentary seat. I took this decision a long time ago. What I will do is charity, and I will also increase the budget. Its goal is to help girls and young women who are spend most of their lives on the street and so are highly vulnerable to HIV, to gain access to HIV testing and to receive vital social, medical and legal assistance. <br />

The project is implemented by the global health and human rights organization HealthRight International, with the generous financial support of the Elton John AIDS Foundation, which is supported by the Elena Pinchuk ANTIAIDS Foundation.<br />
Estimates place the number of children and young people living on the streets of Ukraine, mostly within big cities, at anywhere between 20,000-100,000.<br />
Sir Elton John, founder of one of the biggest foundations fighting AIDS and Elena Pinchuk, founder of the ANTIAIDS Foundation, presented to media their new project and gave a brief update about the results to date of their three-year cooperation in Ukraine. <br />
"We want to help thousands of girls to come up from the basements where they are cold, where they are exposed to violence, get infected with HIV and give birth. We want to bring them back to life. And we want them to know that a new life is possible. With the help of the project's centre, and advice from psychologists, help from medical workers and lawyers, this is possible", - said the founder of the ANTIAIDS Foundation Elena Pinchuk.<br />
The two and a half year project, which is coordinated by the two Foundations and HealthRight, began in Kiev in February 2010, with the goal of building Ukrainian systems, capacity, and commitment to improve access to vital social, medical, and legal services for girls and young women who are vulnerable to HIV. The project is designed to help homeless and street-involved girls and young women between the ages of 14 and 24, including those who are deprived of parental care; graduates of orphanages; living in crisis shelters, internats or vocational schools; recently incarcerated; or involved in sex work. This population is at very high risk of HIV infection, and lacks access to medical, psychological and psychosocial care due to stigma and discrimination, financial barriers, and lack of legal residency or identity documents.<br />
In April 2010, the project established the HealthRight Service Center for Girls and Women, in partnership with the Kiev City Center of Social Services for Family, Children and Youth. This partnership ensures the project's sustainability beyond the involvement of EJAF and EPAAF. During the past 18 months, more than 500 girls and young women have received care in the Service Center, which includes psychological, psychosocial and legal counseling; basic medical services, with referral for more advanced care; HIV-prevention education; facilitated access to drug rehabilitation, housing and state entitlements; assistance accessing education and employment; and support reestablishing communication with family members. All Service Center clients have access to HIV counseling, testing and referral, and 231 girls and women have been tested, with 47 (20%) testing HIV-positive. Thirty-nine of those testing positive have registered at the City AIDS Center thus far, including those who do not have identity documents. To enhance access for vulnerable youth, HealthRight also developed a referral network, which currently includes 43 state and non-governmental service providers.<br />

<strong>The spread of HIV infection among the street children and youth in Ukraine</strong><br />
In 2008, HealthRight International jointly with the U.S. Centers for Disease Control and Prevention (CDC) and with support from the Elton John AIDS Foundation, conducted a survey on HIV prevalence and risk behaviors among street children and youth, ages 15-24, in Kiev, Odessa, and Donetsk. Research data showed alarmingly high levels of HIV infection among this population in all of three cities: Kiev - 18.7%, Odessa - 26.7%, Donetsk - 9.8%. Many of those who participated in the study were half-orphans or double orphans: Kiev - 49%, Odessa - 60%, Donetsk - 59%. Street girls and young women, who accounted for 24% of children and young people in the study, were found to be a particularly vulnerable subgroup of street youth. Many reported having more than one sexual partner at a time, and a significant number had been forced to have sex at least once. At the time of the study, some of the study participants were pregnant, but had no access to medical care and psychological support.<br />
"Protecting young women and girls is the key to ending the AIDS epidemic around the globe" commented Sir Elton John, Founder of EJAF. "Their physical, social and economic vulnerability to sexual exploitation and hence HIV makes it essential to find additional ways to support and protect them. This programme does just that".<br />
<strong>The results of the "Children Plus" Project</strong><br />
The joint project of the Elena Pinchuk ANTIAIDS Foundation and the Elton John AIDS Foundation called "Children Plus" has been already working in Ukraine for three years. The goal of this five-year project which is implemented by the <a href="http://network.org.ua/home-en/">All Ukrainian Network of People Living with HIV</a> is to improve the lives of children born to HIV-positive mothers; integrate them into their social environment, change society's attitude towards these children and help them move from orphanages to foster families, new parents and guardians.<br />
"Children Plus", a five year project, was launched in February 2008. It is implemented in 11 regions of Ukraine. Specialist technical support on disclosing HIV-positive diagnosis between parents and their children is provided by the Romanian Angel Appeal; one of the foremost agencies in Europe in this area. The financial input of the Elena Pinchuk ANTIAIDS Foundation is 2,5 mln USD. The Elton John AIDS Foundation provides financial and management oversight and resources and secured an additional 500,000 from the UK's Big Lottery Fund.<br />
Critical to the progrmame is supporting vulnerable families to prevent their collapse and the ultimate institutionalization of children. To date the project has prevented the institutionalisation of 1 442 children (the goal by 2013 is 1 500 children) with HIV-positive parents from families in crisis. These children have stayed with their biological families due to the help of psychologists, social workers, and lawyers, who have collectively provided case management for the family and engaged children's parents in self-support groups and parenting schools.<br />
Additionally 104 HIV positive orphans have been found new families (exceeding the project end goal of 96 children by 2013).<br />
893 children have gone through the process of "status disclosure" (by 2013 this is set to rise to 1 000 children) which is critical to treatment adherence and life long self esteem and responsible sexual behaviour.<br />
To reduce stigma against HIV in schools, 2 675 teachers from child care institutions have been trained on HIV/AIDS (by 2013 3 000 teachers will be trained). This is progressively reducing stigma and discrimination against children at schools and child care institutions who are affected or infection with HIV/AIDS.<br />

People started listening to the amateur singers and, of course, paying for this pleasure. Eventually, a good repertoire, suitable for recording a disc was formed. Sponsors and customers were found. The former homeless people got a chance to earn money for a decent existence and reintegrated society.</div><div class="text-content-page1">Andersen knows many stories like this one, but she also spoke about a new form of philanthropy — venture charity. According to her, this is a synergy of mind, business and heart, which becomes effective due to social entrepreneurship that can assess risks and aims at helping those who need this help. In particular, in England it was always easy to gather money to help children and animals, but few wealthy people agreed to participate in activities directed to, say, the resocialization of people who left prison. But the ways are changing.</div><div class="text-content-page1">Olga Alekseyeva, the director of the Philanthropy Bridge Foundation, popularizes new innovative approaches to the organization of efficient charitable projects. She tells a touching, even biblical story about how a poor family in China was given a doe rabbit with only one condition: when the poor people get on their feet, they will help others as well. This approach is actually known since the time of Christ. But in China, according to Alekseyeva, it gained a new life. At present there are many powerful companies, which started with a “presented rabbit” and now more than compensate their purpose-oriented investment in society. </div><div class="text-content-page1">But modern philanthropy is not only about money. It is also knowledge, skills, connections and a big variety of different resources that can be used for advancing creative ideas or are in some way directed to fighting poverty. It is also important to support charitable organizations, making their profits stable. The executive director of the Russian forum of donors Nataliya Kaminarskaya speaks about new trends in the charitable community — the so-called subscription to monthly payments to charitable organizations turned out to be very promising. </div><div class="text-content-page1">Another interesting phenomenon is the growth of the number of volunteer organizations and their activities. A really creative approach, encompassing such topics as, for example, helping the elderly, is one of their outstanding features. The people’s deputy Olesia Orobets is one of the authors of the bill on charity. Characterizing it, she says it presupposes as little as possible regulation of this activity. She expects that the bill will be approved in the near future, since it is supported by four out of five parliamentary parties.</div><div class="text-content-page1">Answering <i>The Day</i>’s questions, she said that this is what she hopes for the most in the development of charity: creating legislative conditions for it by the state or growth of people’s welfare, as a result of which they will be able to invest more money in philanthropy. She said she hopes for either of the two options. “Because charity,” says the people’s deputy, “means repudiating the idea that one should rely on the state in everything, it’s an attempt of citizens to solve problems independently. The objective is to implement global standards of journalist training in Ukrainian universities so that Ukrainian students could gain the education like in the Western countries.<br />

During the year ten teachers from five universities of Ukraine, chosen by the special committee, will learn how to teach digital media. The curriculum of Kiev, Lvov, Zaporozhye, Simferopol and Cherkassy universities will include this course as soon as in the academic year 2012-2013. The idea of establishing “The Coronation of the Word” (All-Ukrainian contest of manuscripts. – “Delo”) appeared in the late ’90s, when me and my wife Tanya came to Kiev bookstores searching for Ukrainian books, but we hardly found any!<br />

And those that still were available, were gathering dust in the far corners of the shelves. Then we set a goal that each Ukrainian family was able to read in Ukrainian. At the time of Stalin’s purges about 250 writers were killed. We want to return to Ukraine the same number of new names.<br />
<br />
<strong><em>And for today about 180 books were <strong><em>published</em></strong> – the winners of the contest.</em></strong> <strong><em><a href="" name="more"></a></em></strong><br />
And after we have established a literary contest, we wanted to share our achievements: to deliver new books to libraries, orphanages, boarding schools. That is how the idea of creating the Fund “Art Skarbnitsya” (Art Treasury) appeared, meant to revive, promote and support еру Ukrainian culture and art. During the past five years, the Fund, leaded by Tatyana, has been holding annual charity masquerade ball “Carnival”, aimed to promote not only the noble entertainments, but also a noble tradition of philanthropy. Thanks to Fund “Art Skarbnitsya”, over 10 thousand books arrived to young readers from all over the country: Kiev, Zaporozhye, Sevastopol, Poltava. We donate books to public libraries, orphanages, schools; we publish the books by the contest winners, and the readers buy them. Movies are made by works of authors of “The Coronation of the Word” (“Button”, “They throw away the withered flowers” by I. Rozdobudko, “Dark Water” “The snake is crawling” by A. Kokotyukha), plays are staged (“Sweet Darusya” by M. Matios). I am extremely pleased to see how the competition is stimulating the authors for creative development: A. Kokotyukha, I. Rozdobudko, N. and A. Shevchenko are the novelists and screenwriters, A. Gavrosh combines the talents of the playwrighter and children’s writer, S. Mirny is as well both the screenwriter and novelist.<br />
<br />
During the year the writers’ marathon is held inUkrainian cities, and every time our writers gather the full audience. It is already the promotion of reading in general – and this new level, which we didn’t even dreamt of, but have achieved.<br />
<br />
In 2011, we will continue development of both “The Coronation of the Word” and “Carnival.” The first one will introduce a new subnomination “The best work for children”, which will be awarded in each of the existing nominations: the best song for children, best screenplay for the children movie , best play and novel for children. “Carnival” is now considering proposals for cooperation with other regions of Ukraine.<br />
<br />
I believe, indifference is the major obstacle to the development of philanthropy in Ukraine, and, whether the lack of time, or opportunities to consider carefully the philanthropy matters. All of us should finally get rid of indifference to ourselves; we should be open to the good, be prepared to do good personally.<br />

– In our country, there are about 100 000 orphans, and only one tenth of them being are brought up in families, says <strong>Yuri Sviridov</strong>, the Marketing and Communications Director of FC “Shakhtar”. – Family-type organizations are very effective tools in the fight against social orphanhood in Ukraine. That is why FC “Shakhtar” has been involved for a long time in this project organized by Rinat Akhmetov’ Foundation, supporting this important direction. Together we want to draw attention of community and fans to this problem, using all our capacities.<br />

Almost all the day kids from five families together with their foster parents were walking around the stadium and museum, had played tabletop football with the animators, and took the pictures with the Moles (mascots of Shakhtar). Even the Fan-cafe located at the stadium was at their disposal. Here, young visitors had the delicious breakfast and lunch, as well as rested after two hours of exciting excursions, but also met with the organizers of the festival, who presented gifts from Shakhtar.<br />

– We are all so impressed – <strong>Elena Zosim-Vinnik</strong>, the mother of two and adoptive mother of five, could not hide her feelings. – Frankly, until now, I could hardly believe that kids could be invited and come to the stadium just like that and get such memorable experiences. I thought it was a joke and even called back – it turned out to be true. We are not accustomed to that much attention and such presents, so we are very grateful that we had an opportunity to visit Donbass Arena. After all, all our children are football fans. Look at them – they are happy!<br />

According to the children, visiting their favorite team locker rooms and museum of the club was the most interesting thing for them on this day. Championship trophies, life-size statues of players, hand- and footprints of legendary players, photos of Pitmen on the Wall of Fame – everything was interesting to the children. They were taking pictures next to almost every exhibit. And the foggy screen and interactive “football” floor brought the guys to the real excitement.<br />

Campbell and her boyfriend, Russian billionaire Vladislav Doronin, are going to be honored at the annual Angel Ball, which supports cancer research.<br />

"She really is amazing woman and she does a lot for charity. She has her own charity. She raised a lot of money this summer for Haiti and for AIDS relief," said Denise Rich, the songwriter who started the Angel Foundation after her daughter, Gabrielle, died of leukemia.<br />

Rich spoke about Campbell during a party hosted at her home Saturday night. It was co-hosted by Jade Jagger. Tina and Solange Knowles were also in attendance, as was Rich's best friend, singer Natalie Cole.<br />

Cole said people should not be shocked that Campbell, who has pleaded guilty several times to assault, is being honored, and that the model is misunderstood: "She has been behaving herself. She is a good girl. I think there are just certain people who get on her nerves and I understand that."<br />

The competition will award innovative, start-up projects to show proof of concept and the potential for future scale up for real impact on the HIV epidemic. <br />
Social media and mobile technology hold huge potential to help the raise of awareness and mobilize the social action needed to turn the tide on the HIV epidemic-and with more than 7 000 new HIV infections everyday, a refocus on prevention is crucial. <br />

Applications will be assessed by a high profile panel of judges of leading technology and HIV prevention experts including <strong>Chris Hughes</strong>, co-founder of Facebook and CEO of Jumo, <strong>Bill Roedy</strong> former Chairman and Chief Executive, MTV Networks International, <strong>Elena Pinchuk</strong>, founder and Chairman of the ANTIAIDS Foundation, <strong>Debbie Rogers</strong>, lead strategist with South Africa's Praekelt Foundation, <strong>Dr Garth Japhet</strong>, CEO, Heartlines, Member of the High Level Commission Scientific Advisory Panel, <strong>Vladimir Pozner</strong>, Founder of "Russian media-partnership against AIDS".<br />
"Young people and teenagers spend most of their time in the Internet. Their life today is about computer and telephone. To be more efficient with the AIDS messaging, we have to use the same language and the same communication platforms as our target audience. Our goal today - is to make modern technologies work for prevention. Our dream is the future where AIDS is only mentioned in the past tense" - said <strong>Elena Pinchuk</strong>, founder and Chairman of the ANTIAIDS Foundation.<br />
Winning projects will be awarded with full or partial funding up to 10 000 USD for the maximum implementation period of 1 year. Accepting applications from 29 June to 1 October, projects applying for funding should be either youth-lead or have a youth focus, aim to prevent new HIV infections, raise awareness about HIV and/or decrease stigma and discrimination against people living with HIV in relation to HIV prevention. <br />
"Young people are in the forefront of the AIDS epidemic - both as those affected and those leading the social and behavioural changes which will prevent HIV", said <strong>Michael Bartos</strong>, Strategy Team leader from UNAIDS. "The new era of social movements led by ‘digital natives' will transform the AIDS response - and this competition will help create its leading edge", he said. <br />
The initiative offers opportunity to software developers, public health practitioners, HIV programme managers as well as mHealth and social media for health communications professionals to create innovative projects using social media and/or mobile phones for HIV prevention among young people. <br />
"Young people connect with each other through social media and mobile. As this is their primary means of communication, the next generation of HIV prevention must be through this, said <strong>Mr Roedy</strong>. Best Ukrainian and international teachers will provide attendees with knowledge and skills of applying digital technologies to gather, process and distribute information, <br />

The project runs for eight months in form of weekly modules focused on various aspects/issues of content creation and its distribution to audiences. </tbody></table>A new quay called after Petro Poroshenko company Roshen and a dancing fountain were open on the last Summer Sunday in Vinnitsa. <span onmouseout="_tipoff()" onmouseover="_tipon(this)">The construction lasted </span><span onmouseout="_tipoff()" onmouseover="_tipon(this)">six years and cost UAH 70 milion; it became one of the world's biggest fountains. </span><br />

<span onmouseout="_tipoff()" onmouseover="_tipon(this)">The fountain is a floating construction on the river Southern Bug. </span><span onmouseout="_tipoff()" onmouseover="_tipon(this)">Starting from September 5 and till the first cold the fountain will operate daily from 12:00 to 22:00. </span><br />
<span onmouseout="_tipoff()" onmouseover="_tipon(this)">The project was implemented at the expense of the Petro Poroshenko Foundation, who took upon the costs for reconstruction of Roshen embankment with its length of 700 m. Training courses were held with financial support of the Foundation. The courses’ mission was to prepare specialists before opening of the "New Life" perinatal centre in the Kirovohrad region, where the Victor Pinchuk Foundation also opens "Cradles of Hope" intensive care unit for newborns.<br />
The training program involved dealing with a wide range of issues, including organization of a modern perinatal centre, the interaction of all its departments, duties of employees, medical aspects of childbirth, intensive care and subsequent nursing of premature newborns. Each group of trainees consisted of an obstetrician-gynaecologist, obstetrician, neonatologist and intensive care unit nurse.<br />
The Victor Pinchuk Foundation provides systematic training for medical staff of the "Cradles of Hope" partner clinics. The project training activities were conducted in 13 institutions and attended by 376 health workers from all regions of Ukraine.<br />
In early June 2011 the Victor Pinchuk Foundation became a partner in the national project "New Life" which involves opening of perinatal centres in all regions of Ukraine. Through this partnership, the Victor Pinchuk Foundation will equip neonatal intensive care departments in all 27 perinatal centres opened under the project. Taking into account the health condition of our citizens and the limited availability of health services, any contribution to saving the lives and health can not be evaluated other than as important and necessary. <br />

Speaking about the brightest examples of the professional systematic approach to charity, first of all I would mention Rinat Akhmetov, his "Development of Ukraine" and the Victor Pinchuk Foundation. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>Two biggest philanthropists not only implement the most extensive and long-term social projects, to which annually millions of hryvnia are allocated, they apply complex approach to solve complicated social problems.<br />
<br />
Project "Stop TB in Ukraine" implemented by Rinat Akhmetov Foundation "Development of Ukraine" is a significant support to the National program to control tuberculosis <span class="google-src-text" style="direction: ltr; text-align: left;">.</span>Over UAH 150 million were allocated for this project. Foundation also became a major recipient of the Global Fund grant for the TB component to the amount of $95 million; this is the evidence that the Foundation has proved the effectiveness of resource management in TB control in fact rather than in words. <br />
<br />
Another project implemented by Foundation "Development of Ukraine" is no less important, "Cancer Can Be Cured", aimed at the establishing of modern diagnostic and treatment centers in the regions, purchase of modern technical equipment. Material basis of oncology clinics is hopelessly outdated, and the budget (in 2010 UAH 273 milion) is sufficient only for drug procurement. <br />
<br />
As a result, in Ukraine 442 new cases of cancer are registered, and 239 people die every day. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>Today, for most Ukrainians, unlike the U.S. and Europe, the diagnosis of cancer is, unfortunately, the death sentence, due to limited capacities of domestic medicine for early diagnosis and treatment of cancer. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>And only early diagnosis and use of high-tech up-to-date treatment methods make it possible to cure 70% of patients. <br />

Victor Pinchuk Foundation Project "Cradles of Hope" is also essential for the country. Its main purpose is to save life and health of each child, to reduce mortality in children. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>(At present, babies in Ukraine die twice as more often than in Western Europe, with 9,26 deaths per 1,000 births. This indicator made the country rank in 2010 the 67th in the list of 195 countries (along with Uruguay, Trinidad and Tobago. - Delo.ua).<br />

The network of neonatal centers is established throughout Ukraine equipped with new and high quality appliances, training for doctors provided. 22 centers were opened till now.<br />

Of course, the contribution of Elena Pinchuk' ANTIAIDS foundation needs to be mentioned in terms of HIV/AIDS control in Ukraine. Every day nearly 60 Ukrainian citizens are diagnosed with HIV. Education campaigns conducted by ANTIAIDS ensure that people in Ukraine can know more about this problem and no longer perceive it as others issue. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>Although Ukraine keeps leading in Eastern Europe by the growth rate of new HIV/AIDS cases, these rates have decreased threefold over the past 5 years .<br />

These charitable initiatives are the clear example of the social responsibility in business. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>The amount of donor contributions is growing every year, and this is an encouraging fact. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>Yet, the existing tax system is not stimulating business activities in the social sphere.<br />

Ukrainian legislation provides for exemption from income tax expenses on philanthropy, sponsorship and charity, but the amounts that are subject to these tax benefits are too modest. According to the new Tax Code of Ukraine it can not be more than 4% of taxable profit of the previous financial year (Article 138.10. 6 Tax Code). Comparing to U.S., contributions, which are listed in the charities are exempt from taxes. <br />

In France, the fiscal system in relation to charitable activities is not that loyal. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>But anyway, their legislation regulating philanthropy has significantly changed in recent years, that simplified life of philanthropists, including the process of establishing a new fund, and tax laws have become more lenient .<br />
<br />
At the same time Ukrainian legislation governing the charities activities established a lot of obstacles that significantly complicate the charitable initiatives. <span class="google-src-text" style="direction: ltr; text-align: left;"></span>Due to administrative barriers the number of charitable foundations in Ukraine is four times less than in neighboring Poland. <br />

<br />
Today the Parliament of Ukraine submitted a draft law "On charity and charitable organizations," that sets the general provisions on charitable activities in Ukraine. Our committee will certainly support this law.<br />
